I'm completely confused as to why anyone would pay $30 for this, when they can use GarageBand for free...

I guess some people find GarageBand a bit too overwhelming?

Here are the steps, in the latest version of iTunes:

1) Open GarageBand
2) Select "iPhone Ringtone" on the left panel, and select if you want a "voice" or "loop" ringtone (or use the "Example".
3) Import your song, or make one in GarageBand.
4) Go to the share menu, and select "Send Ringtone to iTunes".
5) Hmmm... there is no step 5, unless you consider synching your iPhone to get the ringtone onto your phone to be a step...

Sounds great, but the $30 price tag is a bit steep. The process of making a ringtone on a Mac isn't that complicated (see a tutorial here: http://grncndy.com/2009/05/22/how-to-create-cus...), but this does make the process so much easier. For folks who aren't too computer savvy, this is perfect.
