i used 3g unrestrictor to use skype over 3g. you can find it on cydia, if you want to pay for it. or other repos for free!

Skype does work with 3G. you need to jailbreak, then install this app that fools your iphone into thinking that the 3G is actually a WIFI. Sry, can't remember the exact name of the app caz I don't use it, but that's why god invented Google

I have ultrasn0w installed on my Rogers iPhone 3GS and so far Push works. Haven't tested Push with Fido or another carrier if that's what you're asking.
