This Utilities folder now shows up as a folder in the new beta, but can also be user created.

No, what he is saying is that there is already a utilites folder created for you with defalult apps onside( voice memos, clock, etc.).

I noticed a timer when recording a video. I don't remember it being here…. That or I'm blind lol
