But can the 911 operator know your exact or approximate location if
you do not/cannot tell them?

I would test it but I don't think the 911 operator would be very happy
with me.

As far as the fee goes, even old deactivated phones can dial 911 with no service plan or sim card. Yet they don't have to pay…
