I was just at a Rogers kiosk yesterday and I was asking about getting an iPhone without a data plan (I spend most of my time around wi-fi so I figured I wouldn't need one). The guy said that if I were to sign up for a data plan I could get the fully-subsidized phone and then pay the $100 data cancellation fee to get rid of it. So it seems like if you go with Rogers, the net price of a 16GB iPhone is only $299 if you don't get a data plan. For whatever reason, the cancellation fee on Fido is $200 though so that trick wouldn't work.

Yea I figure as much. Unless my gf can score something with Rogers since she works for a mobility department of Future Shop. Meh… we shal see.
