Apple iPhone 5S Pre-Orders in China Start September 17

Apple announced the iPhone 5S and iPhone 5C on Tuesday and they will both be available online and in-stores on September 20. The iPhone 5C went up for pre-order on Friday, September 13, and during the event Apple said iPhone 5S will not be available for pre-order.

According to a post by MacTrast, the iPhone 5S will be going up for pre-order in China starting on September 17. It has been officially stated on the iPhone section of the Hong Kong Apple Retail Website:

However, it is not only HK customers that will be allowed to pre-order; this is true for the China region in general.

It is not clear why Apple chose to make this offer only to Asian customers. Will Apple decide to extend this offer to the rest of the world, or will they keep it exclusive to China?

The only reason I can think of for the exclusive offer is to reach out to new customers throughout China. Or is it that Apple can not manufacture the iPhone 5S fast enough to make it available for pre-order all over the world.
