Here’s the fine print:

Offer only available for CAA South Central Ontario Members who activate a smartphone on a 2-year in-market premium smartphone or premium plus your choice rate plan at a corporate or TELUS dealer location. SIM card not included. Consumer accounts in South Central Ontario only who activate a smartphone. Offer cannot be combined with other code-based offers.

So you will be required to be signed up to a Premium or Premium Plus rate plan on two years to get the deal. If you were about to sign a contract anyways, this may be worth considering to save a few bucks.
