OpenAI Wants to Take ‘Democratic AI’ Global

OpenAI on Wednesday revealed plans to invest in global artificial intelligence infrastructure as part of a new “OpenAI for Countries” initiative, designed to expand “democratic AI” to the rest of the world.
The ChatGPT creator described the move as “a new initiative to support countries around the world that want to build on democratic AI rails.” It is an extension of OpenAI’s Stargate Project, a massive investment in U.S. AI infrastructure in partnership with Oracle and SoftBank announced alongside President Donald Trump in January.
“We’ve heard from many countries asking for help in building out similar AI infrastructure—that they want their own Stargates and similar projects,” OpenAI said in a press release.
“We want to help these countries, and in the process, spread democratic AI, which means the development, use and deployment of AI that protects and incorporates long-standing democratic principles. Examples of this include the freedom for people to choose how they work with and direct AI, the prevention of government use of AI to amass control, and a free market that ensures free competition.”
OpenAI laid out the following principles for its new initiative:
- Partner with countries to help build in-country data center capacity.
- Provide customized ChatGPT to citizens.
- Continue evolving security and safety controls for AI models.
- Together, raise and deploy a national start-up fund.
- Partner countries also would invest in expanding the global Stargate Project.
OpenAI noted that working closely with the U.S. government is “the best way to advance democratic AI.” Countries that choose to partner with OpenAI to build out their AI infrastructure would ultimately support “continued U.S.-led AI leadership” on a global scale. In recent months, OpenAI has faced mounting competition from overseas rivals like China’s DeepSeek.
All of this comes as OpenAI closes massive funding deals and aims to restructure into a for-profit organization this year.
OpenAI for Countries is initially seeking 10 projects with individual countries or regions for the first phase, with plans to expand in the future. “We look forward to engaging with interested countries through their representatives in the U.S. and through our executives based in our offices around the world,” the AI giant concluded.
