Apple to Reduce iPhone 12 Signal Strength Across EU

Apple has confirmed that it will issue a sweeping software update across the European Union intended to reduce the radio signal strength on iPhone 12 models (via Barron’s).

This move follows a decision by the European Commission that reinforced previous concerns raised by French regulators about the device’s compliance with health thresholds. The update is set to roll out across all EU member states within the coming weeks.

The entire process began in September 2023, when France’s Agence Nationale des Fréquences ordered a halt to iPhone 12 sales. Tests revealed that the device exceeded the EU’s specific absorption rate standard when held directly in the hand or placed in a pocket. Apple promptly released an update limited to France, but has maintained that the testing method was flawed.

Now the software fix is being expanded across all EU countries in response to a ruling by the European Commission that endorsed the French regulator’s findings as justified. Apple has publicly stated that while it disagrees with the approach taken by ANFR, it respects the decision of the commission.

The technical issue centers on radio frequency emissions. ANFR’s test showed the iPhone 12 exceeding the permitted absorption limit of four watts per kilogram in specific on body scenarios. However the device had passed related tests at a small distance representing use in a pocket or bag.

Health experts have emphasised that even when the device technically falls above the limit in those instances, the levels remain far below what scientific research considers harmful.

Apple has also presented lab tests from both its own facilities and independent agencies to support its position that the iPhone 12 meets global safety standards. Regardless, EU users of the iPhone 12 can soon expect a software patch that tunes down the device’s radio transmitter power to meet EU health standards.
