It appears users on the TELUS/Koodo network are experiencing some downtime at the moment with being unable to send SMS. The outage appears to be affecting everyone nationwide. The downtime shouldn’t last too long as TELUS has already acknowledged the issue and is investigating, as noted from their twitter account:
We seem to be having some challenges with our networks this morning. If you're experiencing delays, hang tight – We're working hard to solve
