I am pretty sure you can get this deal with any Prenium plans starting at 64.95$, even if they «recommend» getting the 84,95$.
With the criminal rate plans carriers are offering these days. I have switched to buying out my devices and selling the old ones (which gets a decent return).
I still am on an amazing plan I got from a friend at Telus back in 2011 on a 3 year contract and I plan to just keep using it month to month as long as humanly possible.
