According to Wikipedia, HNIC brand is owned by CBC, but starting from year 2014 the name has been licensed to Rogers as they now own all hockey broadcasts in Canada.

So I would say Rogers is only licensed to use HNIC brand for Saturday night game broadcasts but it is still owned by CBC.

Yes, but CBC still has broadcast rights. Sportsnet/Rogers collects all ad revenue for it.
