You absolutely need a Mac. Xcode only runs on a Mac, iOS developers are only supposed to be using Macs for development, so they specifically don’t support beta versions on Windows to try and enforce that policy.

There are no supported methods to down grade. Using the beta will upgrade the baseband, but you could theoretically down grade using a custom firmware or potentially though DFU mode and something to kick it out of recovery mode when iTunes has errors.

They’re obviously re-positioning the iPhone to coincide with the iPod event this Sept. and keep the WWDC a purely software event as it’s always been pre-2007.
Moving forward, I expect the iPad to be re-positioned along with all iOS devices as well to make the iPod event an iOS event.
