iOS 7 Golden Master Download Released for Developers
Apple has just released the iOS 7 Golden Master (GM) for developers, which is now available for download through the developer’s portal. For those who aren’t aware, the GM release of iOS 7 marks the final build that will be released to the public on September 18th for installation on all supported devices.

The GM version of iOS 7 arrives as build 11A465, and is available for iPhone 4 and later, iPad mini, iPad 2 and later, and the 5th-generation iPod touch.

Its a Golden Master. Obviously there is no OTA yet! there won’t be either.
first year as a dev, all beta’s were OTA, figured the GM would be as well, i apologize for not recognizing the obvious, and will humbly rethink my life

Do you think non-devs can install it today too, I remember that being possible a few years back.
yep, gm’s dont require an account, but you will need the itunes beta though

Not exactly. If you use the cloud you can use it without a Mac. If you backup to your PC and then try to restore you are out of luck. Personally, I’m out of luck.
